Our identity documents are essential in everyday life, required in numerous situations such as enrolling in the educational or healthcare system, traveling, opening bank accounts, or obtaining rights and benefits.

These documents allow us to ensure that we are officially recognized and can enjoy all the advantages offered by the state in which we reside or travel.
We want to help you better understand the procedures behind obtaining these documents.

Identity Document (for Romanian citizens)

The identity document is the document issued to Romanian citizens, serving as proof of identity, home address, and, if applicable, the residence address of the holder. This document is issued starting from the age of 14.

The term "identity document" includes:

  • Identity card;

  • Provisional identity card;

  • Identity card within the validity period;

  • Electronic identity card issued after January 1, 2022.

All these documents serve the same purpose, but have different forms and names depending on their date of issue. Older identity documents issued under the law remain valid until their complete replacement.

The validity period of the identity document varies depending on the holder's age. Thus, your document may be valid for a period of:

  • 4 years if you are between 14-18 years old;

  • 7 years for individuals aged 18-25;

  • 10 years after reaching the age of 25;

  • Permanently after reaching the age of 55.

First Identity Document

I am 14 years old

I live in Romania

You must request the issuance of the identity document within a maximum of 15 days from the date you turn 14 years old. To apply for the identity document, you will need to go to the counter of the public community service for personal records.

To obtain the identity document, you will need the following documents:

  • The application for the issuance of the identity document, signed by both you and your parent/legal representative;

  • Birth certificate;

  • Identity document of one of the parents or the legal representative, which also serves as proof of your home address;

  • If applicable, the marriage certificate of the parents or the divorce certificate accompanied by parental agreement/final/irrevocable divorce court decision, if the parents are divorced;

  • Document proving payment of the identity document fee (there is a single fee of 7 lei for the issuance of the ID card, which can be paid at the counter where you submit the documents, on Ghiseul.ro, at any office of the Romanian Post, or CEC Bank).


📌 Procedure at the counter

You must be accompanied by one of your parents or, if applicable, your legal representative, a designated person from the specialized center under the authority of the public social assistance service, or the person to whom you have been entrusted in placement.

If parents have different domiciles, the application for the issuance of the identity document is signed by the parent with whom you live (where you have your domicile). In the case of a court decision entrusting you to one parent, but living with the other parent, a consent statement from the parent to whom you were entrusted will be required. This statement should indicate agreement for your permanent residence address (where you spend the majority of the year) to be included in your identity document.

In the situation where parents are divorced and share joint custody over you, and your residence is established with one parent with the mention of the domicile address, if that parent requests a change of domicile, you will need to change your domicile accordingly.

The statement can be given at the counter in the presence of the staff of the public community service for personal records.

After you have submitted the application and necessary documents, authorities will process your request. Once the identity document is ready, you will be notified to pick it up from the personal records service. Normally, the identity card is issued within 30 days of document submission, and this period may be extended by an additional 15 days.

I live abroad

You must request the issuance of the identity document within a maximum of 15 days from the date you turn 14 years old.

If you do not live in Romania, and your parents can prove their domicile in Romania, you can apply for the issuance of the first identity card. 

As a Romanian citizen abroad, you can submit the application for the first identity document along with the required documents at the diplomatic missions or consular offices (embassies or consulates) of Romania. You can consult the complete list of Romania's embassies and consulates on the website of the Ministry of Foreign Affairs.

Important note: Please note that you can only apply for the first identity document (at the age of 14/18) at the embassy or consulate and only if you have not previously held another Romanian identity document!

It is possible that you may need to schedule an appointment in advance to submit the application for the identity document. You can schedule online and learn more about the procedure you need to follow here.

The identity document is handed over only to the holder (you, in person).


📌 Required Documents

To obtain the identity document, you will need the following documents:

  • Romanian birth certificate, proving Romanian citizenship;

  • Identity document of one of the parents or legal representative (identity card or identification card), which also serves as proof of their domicile in Romania;

  • Marriage certificate of the parents or divorce certificate accompanied by parental agreement/final/irrevocable divorce court decision, if applicable, in case of divorce;

  • Document proving payment of the identity document fee - the fee can be paid in person in Romania or through the Ghiseul.ro platform;

  • Four passport-size photos with a white background, measuring ¾ cm, with a 7mm white strip at the base (standard ID photo).


📌 Procedure at the Embassy / Consulate

You must be accompanied by one of your parents or, if applicable, your legal representative. 

If parents have different domiciles, the application for the issuance of the identity document is signed by the parent with whom you live (where you have your domicile). If, by court decision, you have been entrusted to one parent but live with the other parent, a consent statement from the entrusted parent will be required. This statement should indicate agreement for your permanent residence address (where you spend the majority of the year) to be included in your identity document.

I am 18 years old

I live in Romania

To obtain the identity document, you must first have a stable home address in Romania. Then, you will need to submit your application to the Local Community Public Service for Personal Records (SPCLEP).

To obtain the identity document, you will need the following documents:

  • The application for the issuance of the identity document;

  • Birth certificate;

  • Statement from one of the parents or a third party, indicating that the identity declared in the application for the issuance of the identity document, along with the captured facial image or the attached photograph, belongs to the applicant;

  • Land registry extract or document serving as proof of the home address, and if applicable, the one proving the residence address. The land registry extract must be obtained no more than 30 days before the date of submitting the application;

  • Document proving payment of the identity document fee (there is a single fee of 7 RON for the issuance of the ID card, which can be paid at the counter where you submit the documents, on Ghiseul.ro, at any office of the Romanian Post, or CEC Bank).

The statement from one of the parents or a third party is given in the presence of the SPCLEP personnel.

📌 Required documents

To obtain the identity document, you will need the following documents:

  • The application for the issuance of the identity document;

  • Certificate of Romanian citizenship. In the case of a minor who has reached the age of 14, proof of citizenship is provided through the certificate of Romanian citizenship, or, if applicable, with the Romanian birth certificate of the minor, accompanied by the citizenship certificate of one of the parents.

  • Your Romanian civil status certificate - Birth certificates, and if applicable, marriage certificates, as well as those of your children under the age of 14 who acquire Romanian citizenship together with their parents.

  • Divorce Certificate or Final/Irrevocable Divorce Court Decision, according to the situation. If you cannot present these documents, proof of civil status and, if applicable, name can be provided with the birth or marriage certificate with annotations that you have at the time of submitting the application for the issuance of the identity document. In case of changes that occurred abroad regarding civil status data, you must present the birth or marriage certificate with applied annotations proving the civil status and name you have at the time of submitting the application for the issuance of the identity document.

  • Land registry extract or document serving as proof of the home address, and if applicable, the one proving the residence address. The land registry extract must be obtained no more than 30 days before the date of submitting the application;

  • A photographic document that serves as proof of your identity, such as: passport, driver's license, or foreign identity document;

  • The document confirming the right to stay/reside in Romania, issued by the General Inspectorate for Immigration or subordinate structures, as applicable;

  • Document proving payment of the identity document fee (there is a single fee of 7 RON for the issuance of the ID card, which can be paid at the counter where you submit the documents, on Ghiseul.ro, at any office of the Romanian Post, or CEC Bank).

Change of Identity Document

Changing your identity document may be necessary in various situations. Here are some common scenarios in which you should consider changing your identity document:

Expiration of the validity period, changes in civil status data, cancellation of the document, change of gender or physical appearance.

Changing your identity document in any situation that hinders your identification is crucial, as the identity document is an essential document that grants you access to numerous rights and public services.

The administrative act based on which the civil status data has been modified must be presented in case of changes to the name and/or surname of the holder, the first names of the parents, the date or place of birth, as well as in the event of a gender change, the court decision, if applicable.

Change of residence

In Romania

Changing the identity document in the case of a change of residence is an important process to keep your personal data up-to-date and ensure that the information in the identity document matches your current place of residence. This process also applies in the case of street name changes or property renumbering.

To request the issuance of the new identity document, you will need to go to the counter of the public community service for personal records.

Loss, theft or damage to the identity document

If you lose your identity document, it is stolen, or becomes damaged, it is important to take immediate measures to replace it, as the identity document is an essential document for identification.

To request the issuance of the new identity document, you will need to go to the counter of the public community service for personal records.

📌 Required Documents

To obtain the identity document, you will need the following documents:

  • The application for the issuance of the identity document;

  • The Identity document, in case of damage;

  • Birth certificate;

  • Marriage certificate, in the case of married individuals or the surviving spouse;

  • Divorce certificate/final and irrevocable divorce court decision, if applicable;

  • Land registry extract or document serving as proof of the home address, and if applicable, the one proving the residence address. The land registry extract must be obtained no more than 30 days before the date of submitting the application;

  • A recent official document with a photograph - driver's license or passport if the facial image has not been captured in the National Electronic Passport Register (R.N.E.P.);

  • Document proving payment of the identity document fee (there is a single fee of 7 RON for the issuance of the ID card, which can be paid on Ghiseul.ro, at any office of the Romanian Post, or CEC Bank).


In case of losing your identity document, you must immediately report this to the police. This step is essential to prevent the abusive use of your document by others. Next, you need to obtain a statement of loss for the identity document, which is necessary to request a new identity document. After reporting the loss and obtaining the statement, prepare the documents from the list above and submit them to the Local Community Public Service for Personal Records (SPCLEP).

If your identity document has been stolen, you must report the theft immediately to the police and obtain an official report from them. After obtaining the police report, contact SPCLEP to request a new identity document. Authorities will consider the police report in the process of issuing the new identity document. You will also need to have all the documents listed above.

In case of damage to the identity document or if it can no longer be read correctly, it is recommended to replace it before it becomes unusable for identification. Contact SPCLEP to obtain a new identity document. You will need to complete the application and provide the damaged document in its original form, accompanied by a copy, also having the documents from the list above prepared.

Provisional Identity Card

The provisional identity card is issued only under special conditions and has a validity period of one year.

I have my domicile abroad, but I am temporarily residing in Romania.

If you are a Romanian citizen with a residence abroad, but temporarily living in Romania, you can request the issuance of a provisional identity card.

To request the issuance of the provisional identity card, you will need to go to the counter of the public community service for personal records.

📌 Required Documents

To obtain the identity document, you will need the following documents:

  • Request for the issuance of the identity document for Romanian citizens with residence abroad and temporary residence in Romania (domicile being the official address, and residence representing the address where you live in Romania);

  • Valid passport, with the mention of the country of residence, and a copy of the pages containing personal data and residence;

  • Birth and/or marriage certificate issued by Romanian civil status offices;

  • Divorce certificate or final/irrevocable divorce court decision, if applicable. If you cannot present these documents, proof of civil status and, if applicable, name can be provided with the birth or marriage certificate with mentions that you have at the time of submitting the application for the issuance of the identity document. In case of changes occurring abroad regarding civil status data, you must present the birth or marriage certificate with applied mentions that prove your civil status and name at the time of submitting the application for the issuance of the identity document;

  • Land registry extract or document serving as proof of the home address, and if applicable, the one proving the residence address. The land registry extract must be obtained no more than 30 days before the date of submitting the application;

  • two photos sized ¾ cm, with a white background strip of 7 mm;

  • proof of payment for the provisional identity card fee (1 RON, which can be paid at the counter where you submit the documents, on Ghiseul.ro, at any office of the Romanian Post or CEC Bank).

If your birth or marriage was not registered in the Romanian civil status records, you must request the transcription of the civil status certificates obtained abroad, both for yourself and for minor children. For court decisions regarding civil status, which are final, irrevocable, and enforceable, translated and legalized copies must be submitted.

⚠️ ATTENTION! Depending on the country where the documents are issued, you will need to follow some formalities:

  1. Documents issued by EU member states are exempt from apostille or any other legalization formality;

  2. If the translation into Romanian is done by an authorized translator from one of the states with which Romania has concluded treaties/conventions/agreements on judicial assistance, the document no longer needs to be further legalized/apostilled. The states with which Romania has concluded such agreements are:

  • Albania

  • Austria

  • Belgium - in practice, apostille may be required

  • Bosnia and Herzegovina

  • Croatia

  • Serbia

  • Slovenia

  • North Macedonia

  • Montenegro

  • Bulgaria - in practice, apostille may be required

  • Czech Republic

  • Slovak Republic

  • Republic of Moldova

  • Mongolia

  • Poland

  • Russian Federation

  • Ukraine

  • Hungary

  • Cuba

  • North Korea

  • China - requires superlegalization, except for the provinces of Macau and Hong Kong, where apostille is required

  • France

  1. For documents issued by other states, the document will need to be apostilled or superlegalized.

I do not have all the necessary documents for obtaining the identity card.

To request the issuance of the provisional identity card, you will need to go to the counter of the public community service for personal records.

If you do not have all the necessary documents for obtaining the identity card, but you need an identification document, you can submit the following documents to receive a provisional identity card:

  • Application for the issuance of the identity card;

  • 3 photos size ¾ cm, with a white band of 7 mm at the base;

  • Documents that you can show from the category with which, according to the law, proof can be provided for the last name, first name, date of birth, marital status, Romanian citizenship, home address/residence address;

  • Proof of payment for the provisional identity card fee (1 RON, which can be paid at the counter where you submit the documents, on Ghiseul.ro, at any office of the Romanian Post or CEC Bank).

Residence Registration Certificate

In Romania, the residence registration certificate ("viza de flotant") represents the registration at a new temporary domicile address or at a residence address if you are in a location for a specified period or for specific purposes (such as study or temporary work).

Therefore, if the address where you live is not the one on your identity document, you are obligated to go to the Population Registry Office to obtain the residence registration certificate, meaning to have your current address added to your identity document.

⚠️ ATTENTION! Individuals who do not reside at the address stated in their ID card have 15 days to obtain the residence registration certificate or to update their documents.

To obtain the residence registration certificate, you will need the following documents:

  • Standard application form (double-sided, printed on a single sheet);

  • Your original identity document;

  • Original and copy of birth certificates for minor children under 14, if applicable;

  • Proof of residence usage (e.g., lease agreement or a statement from the host) or land registry extract (obtained no more than 30 days before the date of application);

  • Identity document of the host (e.g., homeowner) if applicable;

  • A statement from the host indicating whether there are residents at that address who do not belong to the same family. 

The residence registration certificate is granted for the requested period, but it cannot exceed one year. Its validity lasts for the duration of your residence at the declared address, and upon expiration, you can request the registration of a new mention regarding the establishment of residence.

⚠️ ATTENTION! If more than 10 people are registered at the chosen address in the National Registry of Persons, you cannot obtain the residence registration certificate (exceptions include individuals who have the right to reside in a dwelling and this dwelling is located at the address where other extended family members also reside, and individuals institutionalized or received for care or accommodation in protection institutions/social service centers, or educational centers).


📌 If you want to establish your residence in shared accommodation

If you are in shared accommodation, such as dormitories, university campuses, or social care and protection institutions, you need to provide the details of the property administrator, who will sign and affix the administration's stamp (acting as the host). If you are a student accommodated in a university campus, you can submit the application either in person or through the administrator.

Submitting the application when you cannot travel to the Population Registry Office or the City Hall
If you cannot leave your residence, you have the right to request the visit of a personal registration officer from the Population Registry Office to collect the application and image using a mobile camera at your home. You will also need to provide a medical certificate supporting your request.

To prove your health condition, you will need a supporting document such as:

  • A certificate from your family doctor or specialist indicating that you cannot travel;.

  • Disability classification certificate;

  • Recent hospital discharge ticket.

This travel request will be submitted along with the necessary documents for establishing residence.


📌 How long does it take to receive the document?

The application for the residence permit must be processed within 5 working days. In case detailed verifications are required by law, the processing period is extended to 30 days, which may be further extended by up to 15 days by the head of the service.

Passport

The passport is the document that proves your identity and citizenship, granting you the right to exit and enter the country through any of the border crossing points open to international passenger traffic. Abroad, the passport entitles you to assistance and protection from the diplomatic missions and consular offices of Romania.

How to obtain a passport?

The electronic simple passport is the "standard" travel document issued by the Romanian state. The temporary simple passport can be issued only in special situations, such as the person's refusal to have an electronic simple passport or emergencies.

Electronic Simple Passport

Residence is the address you declare as your main address, also noted in your identity document.

My residence is in Romania

I am under 14 years old

The electronic simple passport has the following validity:

  • 3 years if you are younger than 12 years old;

  • 5 years if you are between 12 and 18 years old.

Your presence at the counter is mandatory since the documents are submitted in person. At the time of application, you should be aware that a photograph will be taken. If you are over 12 years old, fingerprints will also be taken.

The statement of the parents or legal representative regarding the passport issuance agreement will be completed at the counter.

📌 What fees do I have to pay?

You must pay the passport fee, which is:

  • 234 RON if you are younger than 12 years old;

  • 258 RON if you are between 12 and 18 years old.

Payment can be made at the cash desks of CEC Bank units, as well as at the Selfpay payment stations of CEC Bank or online on the Ghiseul.ro platform.


📌 What documents do I need?

The required documents for obtaining the passport are:

  • Your birth certificate, in original;

  • The identity document of the parent/parents, legal representative, or, if applicable, the authorized person, within the validity period, in original;

  • Proof of payment for the passport, in original, or the payment document or transaction proof, containing the transaction number and the details of the person for whom the travel document is requested (name, surname, personal identification number), as well as the amount paid for the requested passport type;

  • Your previous passport, if you had one.

⚠️ Attention! As a rule, both parents need to complete the application for your passport. If you are under the responsibility of a single parent, a legal representative, or in another similar situation, you will need to provide additional supporting documents. These may include, as appropriate:

  • A special power of attorney by which one of the parents authorizes the other;

  • The court decision on child custody or the court decision stating that the parent exercises sole parental authority;

  • The appointment document of the legal representative;

  • Death certificate of the parent.

I am between 14 and 18 years old

The electronic simple passport is valid for 5 years if you are between 12 and 18 years old.

If you have changed your name or first name abroad through marriage or administratively, the application for the issuance of the passport can only be submitted after registering the foreign marriage certificate in the Romanian civil status registers, respectively, after registering the mentions regarding this change in the Romanian civil status documents.

📌 When do I need to change my passport?

There are several situations in which you are required to change your passport:

  1. When there have been changes in your identification data (name, surname, personal identification number - CNP). For example, if you have changed your name due to marriage or administratively, you will need to change your passport.

  2. When you have changed your domicile (main address, noted in the identity document) from Romania to a foreign country or vice versa. For instance, if you used to have your domicile in Romania and now it is in Germany, you will need to change your passport.

Rule number 2 does not apply when you change your domicile from one part of Romania to another (for example, from one county to another or within the same locality). So, if you move from Ploiești to Bucharest, you will not need to change your passport.

⚠️ Attention! Using a passport that does not contain your correct identification data is an offense and is subject to sanctions!


📌 How do I change my passport?

The procedure is the same as obtaining a new passport. The old passport will be invalidated.

I lost / my passport was stolen. What can I do?

If you have lost your passport in Romania, you must report it as soon as possible to the nearest police station or any public community passport service or to the General Directorate of Passports. The police are obligated to issue you a certificate attesting to the fact that you have declared the loss.

If you are abroad, you must report this to one of the diplomatic missions or consular offices of Romania. You can consult the complete list of Romania's embassies and consulates on the website of the Ministry of Foreign Affairs.

You also have the option to declare the loss of the passport when you apply for a new passport. In this case, you will provide a sworn statement regarding the circumstances under which it happened.

If your passport was stolen, you should report it as soon as possible to the nearest police station in Romania or in the country where the incident occurred. You can consult the Map of Police Sections in Romania here.

You also need to request a certificate attesting to the declaration of theft from the respective police station. Without this statement, a new passport will not be issued. If the statement is in a foreign language, you will also be required to provide an authorized translation.

If you need a passport to return to the country, you can request an emergency travel document from one of Romania's diplomatic missions or consular offices. This document is valid for a maximum of 30 days and only for the purpose of returning to the country.

I am a refugee/beneficiary of subsidiary protection.

You are a refugee or beneficiary of subsidiary protection if this status has been granted to you by the Romanian state following the asylum procedure. If you are not sure about your status in Romania, check your residence permit. Your status will always be clearly indicated on the permit, as shown in this example:

To obtain a passport, you must submit an application to the General Inspectorate for Immigration (IGI) office in the county where you reside. You can find the complete list of county offices of the General Inspectorate for Immigration here.

You need to personally submit the application. IGI will also require proof of your residence in Romania, which can be a property title, a lease agreement registered with ANAF, a notarized loan agreement, or similar documents.

Additionally, you must pay the passport fee of 258 RON. 

The payment can be made at the cash desks of CEC Bank units or at Selfpay payment stations of CEC Bank.

You can choose to pick up the passport in person from the IGI office where you submitted the application or have it sent by mail at your expense.

If you are outside the country and have lost or had your passport stolen and need it to return to Romania, you can request an emergency travel document from one of the diplomatic missions or consular offices of Romania.
